Remote polling
Dates and times for remote polling have now been posted to the website. The locations, dates and times for each of the four Mining and Pastoral districts where remote mobile polling occurs can be found on the 2017 State general election page.
Campaign workers
Sections 183(4) and 192 of the Electoral Act sets out some activities that are prohibited within six metres of a polling place. Canvassing for votes is prohibited within six metres from the entrance to a polling place, with the entrance being designated by the Polling Place Manager. Please note that early voting locations may have different arrangements, as it may not be possible to accommodate party workers as near as six metres of a particular entrance or at all at some commercial premises. In such cases where party workers cannot be accommodated, arrangements for how-to-vote material to be left on site will be in place.
Campaign workers are not allowed on site at gazetted special institutions where mobile polling is being conducted, however, they can be present at remote polling locations.
This information is also referenced in the Scrutineer Guide on the Forms and Guides page accessible from the Candidates and Parties tab.
There is nothing in the Electoral Act 1907 that directly prevents a candidate handing out how-to-vote material in their district or region on polling day. Section 105 of the Act specifies that a candidate cannot be involved in the conduct of the election, i.e. scrutineering or any role that involves touching ballot papers.
How-to-vote material at early voting locations
Campaign workers cannot be facilitated at the airport locations because of the airport’s security arrangements. At the Perth Airport locations (T1, T2 and T3) there will be a table where how-to-vote material can be left. Unfortunately, due to space restrictions at the Cobham and Skippers terminals, a similar arrangement cannot be accommodated.
Likewise, campaign workers cannot be facilitated at the two Perth CBD early voting locations – Shop 106 Perth City Central, 1666 Murray Street, Perth and in the foyer of the BOQ building, 111 St Georges Terrace, Perth. At both of these Perth CBD locations, a table will be provided for the placement of how-to-vote material.
At locations where campaign workers are able to hand out how-to-vote material, they are to abide by the same rules that apply to a polling place, that is, material cannot be handed out within six metres of the early voting centre and clear access must be provided for all general pedestrian traffic, particularly those individuals who do not wish to receive how-to-vote material.
The Commission is still awaiting advice from the universities where early voting will be conducted in regard to arrangements for campaign workers and how-to-vote material. Advice concerning how-to-vote material and campaign workers at these locations will be provided as soon as possible in a future election bulletin.
It must be recognised that it is difficult to provide a universal arrangement for early voting centres, because of the variable circumstances between locations.
